    I think you misunderstand the situation.

    The Bar Association is going to encourage the Provincial Inter-Agency Task Force (IATF) to hold an investigation, and possibly press charges.

    I believe, under Filipino Law anyone can press these type of charges. So the Bar Association could press charges if they wanted to.

    Although by law they can press charges in this case, the Bar Association has decided that they would not initiate the filing of charges against the APOR.

    The Bar Association is encouraging the IATF to press charges because the IATF is responsible for the law that was broken.

    There may not be much of an improvement from implementing more restrictions.
    If people followed the existing rules that might be enough. In the City people wear a mask and social distance. As soon as they are back in their barangay many just do their own thing.

    This is not good.

    In the central Visayas there is a 5% chance of dying from COVID if you catch it. (1 in 20) This is particularly disturbing considering the low average age in the Philippines. Typically COVID mostly kills older people and countries with older populations have a higher death rate.

    Negros Oriental has four times the infection rate per capita than Cebu province. Double the number of infections for only one half the population.

    This means the response here is not working and should be ramped up soon.

    Suggesting he have his day in court and be allowed to defend himself...such a horrible thing to suggest. Absolutely no common sense in that statement. Could you imagine a world where people are allowed to defend themselves before being thrown in prison?

    Have you spoke to him personally? Do you know his motives and reasoning for his travel? Do you know for a fact that he lacks common sense and/or is some horrible person with evil intent? Do you know the purpose of his travel both to Manila and within the province? Do you know if any of these visits required some level of urgency? I sure don't know these things so I can't really say for certain if what he did lacks common sense, if he broke any rules or if his travel was justified. You are the one dreaming up all these things here.

    I'm not defending him, I'm just pointing out that we don't have all the facts and calling for anything to be done to him before they are made available is wrong and not how our society works. What many are suggesting be done is legally, morally and ethically corrupt.

    This only applies to people who have traveled outside the province and are entering Dumaguete.
