Just my two cents-worth on Oxycontin and Zolpidem. My doctor in the U.S. put me both of them for a neck injury, and I was hooked (on the Oxycontin) after just a few days. Even after the injury was healed it was very hard to quit using the drug. But it got me through some nearly intolerable pain. I didn't find it at all difficult to stop using Zolpidem, but that may be because under ordinary circumstances I don't have much trouble sleeping. :-)

I think you're got your answer, but in general, if anyone wants to know a doctor who prescribes a particular medication, just ask a pharmacist if they stock the med, and what doctors prescribe it.

I'm convinced it really depends on the person. I had 6 surgeries in 4 1/2 months in 2014, and was prescribed Hydrocodone every time, Ambien (Zolpidem) twice, and didn't have any problems. But if you're an addictive personality, combined with a genetic predisposition (like the proverbial Indians and alcohol), then watch out.

There is much more to addiction than that. Both of your reasons imply someone is weak due to things out of their control. That generally isn't the case for why people get addicted.

Just another thought, which is safer: My doc prescribed the muscle relaxer Tizanidine. It makes one sleepy, but is NOT addictive (like Zolpidem). (Perhaps any muscle relaxer would work. I don't know.)

Others commenting are right - the Philippine gov't requires an additional licensing FEE from doctors to be able to prescribe certain drugs. They probably can't recover that fee from patients who need these drugs because not many can afford them or the higher office visit.

I suspect that, as usual, the safety issue is used as a pretext for the gov't to say, "give me money". After all, it's the "Fee-lippines," right?
