    was ranting a bit, been a tough few weeks all round
    just seems to me that the powers that be, will only do whats in the best interests for themselves, whether financially or politically

    Thank you for this clarification by showing the GCQ as issued by Duterte.

    Frankly, it is good news to some of us. Too much of the reported news incorrectly reports the important details that affect only a few people. Media often does not get it 100% correct and even spokesmen do not have proper knowledge of such details if they only impact a few people.

    The move towards “central control” of quarantine requirements is also a very wise move; kudos to them! I suspect IATF and the Administration realized that many local officials were playing it too safe by placing unnecessary NCR-style limits in places where risk is much lower than NCR. I suppose this was to avoid any possible accusations they might fear from detractors or media of being irresponsible for being too lenient. Now they are unburdened of that criticism with the decision being taken out if their hands.

    Yes, this is for Dumaguete City only. They seem to be really cracking down for some reason even as gov degamo signaled a possible relaxation to GCQ in the province BEFORE April 30x. There is a total liquor ban in the city. I don’t think ban thus ban applies to outskirts like Valencia...bought some beer at local sari-sari store 3 days ago but all they had left was 3 small bottles of San Miguel Pilsen; maybe dumaguetenos coming up here and buying us out (Valencia) lol. More likely, deliveries stopped. I’m sure the Pilsen ban from sar-sari stores and supermarkets will drive down the numbers hehe. It looks like travel within Valencia is reasonably smooth but City is strictly locked down and haven’t been inside the city since ECQ started due to lack of Q-Pass from Barangay. Hopefully Duma rules will align with NO province at end of month so we can get groceries at Hypermart. Sari-sari does have plenty of eggs due to local commercial chicken farm nearby and we could live on rice and eggs if we had to. Perhaps Barangay did not give us Q-Pass because wife and I are over 65 and there is 24 hour curfew for elders; younger helpers went back to Siquijor while they still could so we are in a fix. Please don’t suggest going to Barangay for help... we tried. They don’t care. I guess foreigners >65 are on their own; life goes on.

    Yes, enforcing a group quarantine, like on those brought in from Badian recently, would basically guarantee that if any one person were infected, all would end up infected. I’m very worried about those 10k people under lockdown in Cebu City. No way out, no further testing and who knows what kind of support with food or medication?

    Extremely disappointing to me; I'm even angry. I was really hopeful this morning that the ECQ would be lifted on the 18th as-planned, as there is no outbreak anywhere in Central Visayas Region; a few more cases come-up, they can handle it now. There seems no justification for Extension so long, causing such damage to most people's business and lifestyles. My wife's previously-good business is steadily strangling, and soon we won't be able to pay bills. SO many pinoys around us are in worse conditions, zero income and no food for family. This policy makes no sense!!

    From several sources on repeated occasions: There are between 7 and 10 ventilators among the 4 hospitals in Duaguete. The Provincial Hospital as zero (due to politics previous to this pandemic.) And there are 10 mre "on the way."

    One note of good news: There is an effort underway in Valencia by a team of doctors, engineers, technicians, mechanics and artisans to build "VandyVents" as an emergency measure to stand in for ventilators which we don't have. The government is providing the materials. VandyVents are a development of the VAnderbuilt University hospitals and their engineering department. They are based on automatic deployment of ambu bags.

    It was a parade like none Philadelphia had ever seen.
    In the summer of 1918, as the Great War raged and American doughboys fell on Europe’s killing fields, the City of Brotherly Love organized a grand spectacle. To bolster morale and support the war effort, a procession for the ages brought together marching bands, Boy Scouts, women’s auxiliaries, and uniformed troops to promote Liberty Loans –government bonds issued to pay for the war. The day would be capped off with a concert led by the “March King” himself –John Philip Sousa.
    Within 72 hours of the parade, every bed in Philadelphia’s 31 hospitals was filled. In the week ending October 5, some 2,600 people in Philadelphia had died from the flu or its complications. A week later, that number rose to more than 4,500. With many of the city’s health professionals pressed into military service, Philadelphia was unprepared for this deluge of death.
    Krusen’s decision to let the parade go on was based on two fears. He believed that a quarantine might cause a general panic. In fact, when city officials did close down public gatherings, the skeptical Philadelphia Inquirer chided the decision. “Talk of cheerful things instead of disease,” urged the Inquirer on October 5. “The authorities seem to be going daft. What are they trying to do, scare everybody to death?”
    And, like many local officials, Krusen was under extreme pressure to meet bond quotas, which were considered a gauge of patriotism. Caught between the demands of federal officials and the public welfare, he picked wrong
