    Welcome mea,
I can agree with you but why don't you make your own statement about what you think about Dumaguete ?
I would like to hear if your opinion is quite different from others who have given that.
This is indeed a forum so start doing what you like to see/ventilate on this forum.
    Be frank

    Welcome Mea

Hope you enjoy, being frank has never been a problem here. But you must also remember not everyone sees it the way you see it..we all have different experiences and see things in different ways. But nobody wants to hear someone else complain it gets very old fast. In my opinion this forum tries to help other people. with information and friendship they have gave me comfort when my daughter died. Over time it becomes like a family of sorts. There are many member here I would do anything I could to help them if they were in trouble. Others are like crazy uncles with a strange opinion on things but we seldom attack fellow members unless they go to far left or to far right it is a live and let live way of doing things. Being helpful is the best way to go here..

Hi Mea, I believe no one is prohibiting you to say what you feel, giving out the good and bad about Dumaguete, as long as you are following the rules of the forum. We should abide these rules, for without it, this site would be chaotic, I believe all forums adhere to their own set of rules right? Also, if you have not read any bad, negative comments about Dumaguete?? Well maybe there is none. or maybe not worth mentioning right? After all, this is the city of gentle people.

    Zim, welcome to this forum.
You asked if the place is peacefull and who are living there.
But you have mentioned 3 places and not one
    -Dumaguete
    -Bacong
    -Valencia

In general you can say that the whole area of/around Dumaguete is not to be called a specific unsafe area. You can find a lot of reactions about safety on this forum. Just try the 'Search' function.
In Valencia (more up in the hills) it is likely better than in Dumaguete city.
The same goes for the small village of Bacong.
Where I live (Zamboanguita, further away from Dumaguete) it will probably be more safe again than Bacong but no statistics are available.
Don' be too scared to come here but use your comon sense when you're here (or in any other place you move to )
    Good luck

    Transport!

 Hi Zim, another welcome to DI from Jack P. I can only agree with jellyfish here but would add that if you choose outside the City, Valencia or Bacong, for instance, You will in all probability require some sort of transport, depending on your travel requirements. Very early Mornings and late night travel can be a little difficult if you rely on, Well I suppose Public Transport would be a good phrase?? You don't say if you will Work or a Student or retired so of course this as far as anyone can advise. Have a Good time here in the forum and Enjoy the dumaguete Area where Ever you decide to settle.

    Jack P.
