Helmet laws now being enforced

    It's obvious you have not seen demo's on what damage can be done to a human body just traveling at 30mph especially to babies, if you fly through the air at 30mph and hit a solid object and not a crash dummy it certainly hurts, can kill. But yes I agree stop the dangerous driving and the crazies who keep the foot down would certaily be a very good option. But it will never happen, however one can get into a crash if so and I was thrown through the air I would prefer to have my helmet on even if it was not the law to do so here. There is nothing wrong in having personal safety. To me it makes complete sense and I would not trust in god and have a baby passenger on my motor bike. I would always be carefull regards the safety of one I loved or any child.

    I know filipino's love their kids but this motorbike thing seemingly shows they are not thinking of the safety of their family and putting to much trust in God.

    Why carry a helmet around whilst driving and not wear it? That factor alone amuses me, especially when I see the helmet used as a shopping bag. Come on someone explain the logic of that?

    Yesterday I see a young Filipino sitting on his motor bike wearing a helmet, I thought to my self how sensible that guy is. But things are not all what it seems, shortly after two young women walked up and sat on the back with no helmets. The driver started up and headed down the highway. There where not police checks at that time both in Duma or Sibulan.

    I am now completely confused at the logic, the guy see the reason for wearing a helmet, did he think they his two beautiful passengers would topple safely on to him if they had an accident?

    Later I see others doing exactly the same, was there a warning from their police buddies and is it only the driver the only one by law to wear a helmet? If so that’s completely un-logic too.

    Only in the Philippines I think but maybe elsewhere in the world too?

    right lets put this in perspective, in other threads you compare the rest of the world to here, well if you check with the rest of the World!!!!! they allowed you to drive without helmets long after other rules were brought into play!!!

    and as for your Speeding/dangerous driving will never stop comment, grow up!!! it's a fact that even a cardboard cutout of a Policeman/police car, actually reduces speed on a given stretch of road, this was tried out in the UK, but after a while they were being stolen.

    more policemen on the road reduces speed!! as long as this is directed towards safety, no one would care, unlike the UK where police are there to gain revenue not improve safety.

    i travelled home last night at midnight and the roads were virtually empty, except for the oncomming 3 motorbikes, no lights on either!!! if you think helmets are more important than NO lights after dark, your crazy!! a police stop check during any hours could improve safety in one go, and for the goverment to supply working bulbs would not break the bank, as opposed to some other comment on here to subsidise helmets, a good helmet could cost in excess of 150 pounds or 12000PHP now forgetting your logic!! what makes more sense? is easier to impliment? it's also a fact that if you come off your bike at lower speeds it is unlikely to cause head injuries, but hand injuries where the rider tried to protect his head with his hands, the speeds here do not warrent helmets YET!!!! there is sod all a helmet will do for a head on crash at speed, ur a goner! or lucky! enforcing Triple-X glass in pedi-cabs, no legs hanging out/off pedi-cabs, stop check for drivers licencing for pedi-cabs! all at the moment are far more important, for NOW!

    but from what i see here, nothing is generally done in the correct order, but they manage to get there in the end, i doubt however much people moan, this law is here to stay, the rest will come in time.

    Did sum1 say ban pedi-cabs on the boulavard? i think they did...that would be crazy, a pedi-cab is fairly unique and very touristy, ban cars and lorries during certain hours for deliveries only, that would be safer, i've found car drivers here, very rude drivers, i presume it's because they have a sense of Power in there enclosed protective box! this is not unique to here, same in every country in the world! they just pull out in front of bikes, cos they'll win i guess in a crash, the ammount of times a car/bus/jeepney/van has gone to over take me on my bike and then pulled in almost forcing me off the road, a helmet would not prevent this, treat the disease not the symptoms, stop the crazy inconsiderate driving first.

    For Those Of You That Are Really Interested In The Facts Involving This Very Issue. "fact" The Philippine Congress Has Never Passed A Helmet Law Into Law!!!!!!!! The L.t.o. Has Under There Own Authority Made A Regulation Enforcing A Helment Law. As Of 09/22/2008 The City Of Dumaguete Has Filed A Multi Million Dollar {piso} Law Suite Against The L.t.o.! "fact" By Phil Constution Only The Congress Has The Rite To Make, Pass, And Regulate Into Law, The Laws Of This Country!!! L.t.o. Infact Has No Legel Authority To Create Or Cause To Create A Regulation That Is Not Given To Them In Direct Authority By The Phil Congress!!! By Infact In Doing So They Hav Caused The Citizens To Be Severly Harrassed And Or Intimidated, Thus The Law Suite Now Being Annilized By All Goverment Agency's. Weather You Are For Or Against A Helment Law Is Infact A Moot Point!!! There Is A Way To Appropatly Pass Into Law, Any Law For And Or On Behalf Of The Citizens Of This Country. As An American, If There Is One Thing That Im Truly Thankfull For, It Is That Atleast A Citizens Voice Can Still Be Herd Here!!!

    You don't get it or perhaps you're NARROW MINDED. You assume that we all surely get into fatal accident with severe head injury if ever we don’t wear helmet. If you are correct then people in dumaguete are all dead by now.
    I’ve been driving for at least 20years. I’ve been into accident a couple if times but NEVER as serious as your stupid assumptions! and not once where I hit my head!

    Helmet is for safety But it's a CHOICE for a person if he believes he need it. It should not be cumpolsory because some of us (including me) believe that were responsible enough to apply extra care while driving without helmet. We know it’s Risky! but it’s compensated by high productivity and zero inconvenience (as I posted before).

    Like you, I believe in allowing people to choose whether or not to wear helmet, but don't tell us that it doesn't help reduce serious injuries or even death in event of an accident. Just because a person is still healthy (disease free) or isn't pregnant after he/she has had sex in past without using condoms doesn't mean condoms are useless. But in an unfortunate event of an accident and serious injuries does occur because a driver or a passenger wasn't wearing a helmet I don't think it would be fair to use public tax money to pay for their medical treatment.....(not sure if this would be the case in Philippines)

    Look in the hospital records …of motorcycle accident and what’s the cause of their deaths (all of them because of serious head injuries).Some not even reach in the hospital.

    Many young people in Philippines don’t like to use that because motorcycle is a status symbol ( catching girls) .Boys can catch more attention of the girls when you have motorcycle and your head is not cover . lol …. For the girls, they also don’t like, because their beauty cannot be seen. ( I’m there before so I know).

    I started this thread knowing it would bring forth differing veiws from different folks. Throughout world history, laws have been made and enforced by people who are not involved with the laws they initiate and demand be enforced. For instance;

    People who do not fish pass laws regulating fisherman.

    People who have never owned a gun pass gun and hunting laws.

    People who live in cities ALWAYS pass laws which effect people who live 5 km from pavement.

    People who don't smoke pass laws regulating those who do. (In a case such as this, I must admit I would vote against the smokers, as there is nothing that will ruin my appetite faster than a face full of smoke from an uncourtious smoker)

    People who have never touched a cow pass laws governing people who do.

    And of course, people who have never had to rely on a motorcycle for basic transportation pass laws which wreak great hardship on those that do, and do not understand nor care about.

    I was born and raised on the Oregon coast (USA). our nearest neighbor was 3 km away. We had a small farm, with all the animals and trees one could imagine. However, although most of western Oregon is remote land full of streams, trees, and animals, 60% of Oregon's population lives within 20 miles of downtown Portland. Not so rural.

    In the state of Oregon, one cannot;

    Have a compost pile.

    If one mows his/hers grass, the clippings must go to a government run landfill (not cheap), one cannot spread it on his garden as fertilizer, or burn it.

    Same with leaves that may fall from a tree. One can leave it lay, but if one rakes it up, it must go to the landfill at often exorbitant fees. ($100+ per small pickup load)

    If one cleans his/her barn, the said deposits must go to the landfill, and one must pay an axtra fee due to it's "offensive" nature. You cannot use it as fertilizer on your garden.

    If one owns a piece of property, this does not necessarily mean one will be given the right to raise cattle, cut trees for firewood, build a house, plant a garden, raise dogs, or otherwise live life. Those rights must be applied for, and perhaps a permit will issued. Perhaps not.

    Now, I can fully understand, that if I lived in downtown Portland I may not be happy with my next door neighbor's compost pile. But, should that give me the right to prevent someone living a completely different lifestyle from having one?

    What right do I have to dictate to the Roman's how they live!?!

    So what does all this have to do with the present issue?

    Well, here is region 7 LTO, from Cebu, down here enforcing laws that do not exist down the throats of peace loving Dumaguetanos. Why? For MONEY!

    The regulations they are enforcing are not even laws! What makes it worse, they are not enforced in Cebu! Has anyone been to Cebu lately? Most of the helmets are plastic, which are worse in an accident than no helmet at all. Shorts, slippers, and tank tops are the norm. So why are they down here forcing this crap down our throats? MONEY!

    Most of what they are collecting fines for is not even in the law at all. The LTO is breaking more laws than the people they are fining!

    There was an interesting letter in the chronicle this week written by a local attorney;

    I know it isn't in this culture to complain, to stand up and say, "this isn't right!". But maybe that is part of the cause of the problem now? Why is region 7 here enforcing what they do not attempt to enforce back home in Cebu?

    Because here nobody complains.

    Stand up Dumaguetanos!

    OR, next year they will be down here telling you to wear a suit and tie while riding.

    The choice is yours.

    @atlargex,
    Please don't get me wrong for i too believe that helmet provides protection. It's very necessary in long highways where we sometimes pass 100km/ps. But high traffic in REAL and PERDICES streets make 20 to 30kps the norm. Serious accidents are very unlikely therefore wearing helmet won't compensate the extreme inconvenience of carrying the extra bulk while shopping downtown. I'm willing to take the Risk in view to that.

    Our city government can minimize accidents in another way like proper education and examination to drivers and stop "under-the-table" negotiations at LTO to skip exams.

    Lastly, it's a good thing you mentioned about condoms. I wonder how would It be like if were fined P1,500 for not wearing one :smile:

    I'm 100% sure that the hospital records you mentioned doesn't include the 20 to 30kps bikers here in dumaguete.

    Dumaguete is developing fast, you can expect your government there also passing many kinds of laws that people don’t like… some necessary , some not. What can we do??? Government officials there are so powerful than we normal people.


    As what I always read here in this forum , when somebody is complaining of life in Philippines . They love to say …. If you don’t like then you go somewhere (maybe a place with no helmet law)
