Helmet laws now being enforced

    Mostly my resentment is loss of freedom. A similar thing happened in my home state of Oregon 20-30 years ago. California people began moving in and demanded we change all the laws to mimic theirs.

    Oregon is no longer a nice place to live.

    The helmets most people use here wont keep brains from oozin cause they are almost useless in quality. It might even cause more accidents though because of the lack of peripheral vision and good hearing abilities taken away by the suckers

    ... there is no helmet law in DGTE (like posted earlier), but it's getting closer to Christmas, so better have your papers and driving-license with you as you may face more traffic-controls than in mid-year.
    Just an advice for new guys here. for others business as usual

    So they really did not pull through with that whole Side mirror/helmet/body protection/no slippers deal?

    sorry shadow wasnt trying to be cnynical to you but i live close to oregon in no.calif and yes i agree its not really what it used to be. as far as the quick post i just walked in from a out of state visit. yes there should be freedom of choice but i do not know how that is applied in the philippines as im just an occasional visitor to your area.

    No worries, Jac. Living in no Cal. I'm sure you have seen some of the same changes that I have seen living on the Oregon coast. it seems the first thing somebody does when they move from a place they grew to hate, is change the place they moved to and make it just like the place they left because they hated!

    One of the things that drew me to want to live in thew Philippines all those years ago was the freedom I felt when I got off the plane in Manila. Manila doesn't feel that way anymore, nor does Cebu. Dumaguete thus far has retained some of the home town flavor, but this is in jeapardy by the powers that be.

    If they REALLY wanted to save lives, they could prevent many accidents by starting to enforce some rules on the pedicabs here. Make a tricycle lane, and make them stay in it so traffic can flow. Teach them how to use a turn signal, and how to make a uturn without pulling to the right side as if they are going to stop before swinging around in front of oncoming traffic without so much as a glance. There are many things they could do that would save lives and prevent many injuries without threatening the cultural way people live here.

    Face it, this is about money, not saving lives.

    It has never occured to the fat people in their offices that the enforcement of these regulations they are trying to impose will cost many children their education. Where I live, there are at the very minimum 500 children who have no other way to school than by motorcycle. Under their new regulations, these children would have no way to school except by foot or carabao, either of which would take them hours either way. They simply would not have the opportunity to go to school.

    I would venture a guess that MOST of the people who are for this helmet law and the other regs they are trying to impose, such as long pants, no sleeveless shirts, etc., have never had to rely on a motorcycle for basic transportation in and around Dumaguete, as do 70% or so of the population here. They are trying to impose their city ideals onto rural folk. They are trying to change a culture in order to fatten their own coffers.

    I will always oppose this type of control of the masses.

    Just to put the record straight the government have signed an agreement with UN as a signatory of the United Nations Vienna Convention for Road Traffic of 1968.

    "Pursuant to Executive Order No. 292 otherwise known as the Administrative Code of 1987 and the United Nations Vienna Convention for Road Traffic of 1968 to which the Philippines is a signatory, and in accordance with Department Order No. 93-693, series of 1992, the following rules and regulations shall govern the use and operation of motorcycles on roads and highways."

    It's a case of catching up to the West and not some thing imposed to make money. Of course these rules come from a western culture and would cause problems within this south eastern culture. I expect it could never be imposed here properly and looking at its non success I think it will fade away and blind eyes will be ignoring imposing the laws.

    Well, if that is the case then I suppose the US is not a member of the UN. More than half the US states do not have an across the board helmet law. As of November 2008, most require helmet use by minors, but not for adults;

    just way too lazy to read all that crab, I stopped after the LTO paper where i did not see anything about helmets, but a (at least for me, Jellyfish, shadow and some others) important line...

    4. Driving while under the influence of liquor or prohibited drug
    For the 2nd offense, 1 year suspension in addition to the fine
    Subsequent violation shall cause the revocation of driver’s license

    they don't say anything about beer... hehe

    and the Vienna Convention was as far as I remember about traffic lights and signs and plates, but again I might be wrong
