We had an LSI return from Siquijor to Sibulan last month and we were able to get approval for home quarantine. You need to start with the LGU office (office of the Mayor) and they will direct you to a medical office where we had to schedule a medical team to come and inspect our home. We have a maids quarters, and you need something like that, with sleeping quarters and CR completely separated off from the main house. The team took pictures and then went back to the medical office and got the doctor to approve. We then had to go to our Barangay hall and get approval from them. Then with all of those approvals in hand we had to go back to the LGU office and get their approval and a special COVID Shield certificate. The returning person was picked up by an ambulance with a team in full PPE gear and brought to our house where they had to remain in the maids quarters for 14 days. Someone from the medical office may come by unannounced at any time for inspection, after 5 days they came and did a COVID swab test (which was negative, took 7 days to get the results). So, it can be done if you have the facilities for it and go through a lot of work to get all of the needed approvals.

I quarantined at home on my return from the UK in mid-November. It was agreed in advance with the LGU local leader of the IATF. They will listen to common sense i.e. I have underlying conditions which would affect my survivability if I were to contract Covid 19 and being quarantined with other LSIs was not an option as far as I was concerned. I just got a letter from my Dr in the UK listing these, before I left, and this was accepted. The LGU came round an assessed our property before I arrived and my wife and I had to submit our temperatures to the local health official twice daily.

Just had a Friend and his wife come back From Vietnam, they did 14 day Quarantine in Manila, on arrival in Dumaguete they had to do another 14 day Quarantine, They could not go Home but had to either do it in one of the Local LGU Isolation Places or at a recognised Listed Hotel ( This they Did at C/L Suites Bayview Hotel) at their cost obviously things vary but this is as up to date as I know

The LSI was a minor child, but from what I understand (because we are working on this for a second person) this process could be applied for anybody. We also had to have in advance a negative swab test, a medical certificate of "Fit for Travel" and both Barangay and LGU approvals and COVID shield from the originating location. We first tried to do this in October but the request was denied by the doctor in Sibulan. We waited for about two months and then repeated the application process and on the second attempt the request was approved after a personal meeting with the doctor to emphasize our seriousness and level of preparation for complying with the home quarantine requirements.

I think you can’t unless you can do what the above poster mentioned. However, I have heard of people leaving the quarantine facility earlier than the 14 days and finishing the rest of their quarantine at home as long as your results turn out negative. They test you on the 7th day of your quarantine and if you get your results back on the 8th, then you are allowed to leave and finish the rest of it at home. Not often do you get your results immediately, so most get to stay for ten days. Bayawan and La Libertad do the antigen test, reason why they allow people to leave after 7 days.
