    From yesterday's Visayan Daily Star:

    "A retired police officer shot and wounded a retired member of the United States Special Forces yesterday in front of the Negros Oriental 2 Electric Cooperative in Dumaguete City.

    Romarico Elumba, formerly assigned with the Provincial Internal Affairs Service of the police, allegedly shot retired US veteran war hero Louis Robinson with a .45 caliber pistol following an altercation over a traffic incident.

    Elumba said he identified himself as a former police officer, and wanted to hold the American national so he could be issued a temporary operators permit, but he was allegedly attacked after a verbal altercation. He shot him in the leg, he said, to immobilize the American national because “he is so big”.

    Elumba was reportedly hit in the right shoulder by the side mirror of Robinson’s motorbike. The latter said it was an accident and did not even notice Elumba while parking his bike.

    After paying for his bills at the NORECO 2, Robinson claimed in a written statement, that Elumba had even apologized to him. He told Elumba that “There’s no need to be sorry for nothing had happened.”

    Robinson said he then moved past Elumba and mounted his bike, but he heard a pop and when he looked up, he saw Elumba holding a gun pointed at him but it jammed. As soon as he looked down, Robinson said he saw that his left leg had been hit.

    He further claimed that another customer brought him to the hospital, contrary to Elumba’s statement he brought the wounded American to the hospital and voluntarily surrendered to the police.

    Robinson is preparing frustrated homicide charges against the former police officer.

    This wouldn't be the wonderful Reverend Robinson of Dumaguete I hope...I also notice the victim has to file the charges....I might be wrong - but on the rest of the planet it would be the police or an office of prosecutions filing charges?

    The more I think about this, the more outraged I become. If some Filipino can shoot
    the most gentle guy in town simple because he's a large black man, what protection do
    the rest of us have. Should we cower at home for fear of being shot because we bump
    someone standing in the middle of the road? Are we taking our lives in our hands when
    we push through a crowd in the middle on the aisle? We should band together and not
    let this be forgotten. I say this is no longer the City of Gentle people when a foreigner
    can be shot for doing the same thing all Flips do.

    FYI: The police and public prosecutor here do not press charges or prosecute
    cases on their own simply because they have no money to do so. Same reason they don't investigate cases. No money. If the victim of a crime wants to file charges, they must pay to do so.

    Which makes the incident all the more frightening and frustrating. As a foreigner, the Rev can not legally defend himself with a weapon even when threatened with one.
    There's not a lot of details but it sounds like Elumba wanted his apology handled differently rather than dismissed because "nothing happened".
    An odd clash of cultures but definitely not a reason to shoot an unarmed man.

    They need to take his gun away. Did the former officer really think a minor traffic altercation warranted shooting someone? Was he that frightened that he had to shoot him? With the PNPs and local police record of being extremely poor shoots, who knows where he was really aiming? I hope this does not turn out to be a case where the local police do not want to press the investigation because he is a former officer. Maybe if the reverend duly informs the embassy or consolate of this incident some appropriate pressure can be applied.

    My sympathy to the Rev. May he heal fully and quickly! I do not know him personally but I may yet receive that privilege. I have enjoyed his photographs posted here. These have inspired me to post some of my own as well. Thanks!

    This is a truly disturbing report. I enjoy increasing my knowledge of the Philippines and of Dumaguete but this is NOT the fashion in which one wishes to receive an education.

    Sad to hear it was the Reverend....Hope his leg heals completely and soon. We all know how much he loves his walkabouts, and we all appreciated the great pictures he took along the way.
