How do they determine what an "election-related" death is?

Also, what is "shelling"? Someone is launching mortars/rockets at politicians/voting stations? Or does this mean shelling out cash for votes? (I know there were many more than 47 cases of that happening. One Barangay Captain in Dumaguete was giving out P1700 per vote....all his competitors were giving out money for votes as well, though much less than that. I don't think they really want to put a stop to that activity. Would be very easy to catch politicians doing that as they have collection points set up for people to come and get their money and everyone is quite open about how much they were paid.)
