So was he arrested for "sexual exploitation" in the Philippines or at the request of the US? If the cases were dismissed here why was he being deported to face another court for the same crime? Or did he have some warrants for separate crimes in the US?
I'm not sure about US law but if a Canadian commits a sex crime in a foreign country they could still be arrested and face trial once they arrive back in Canada. On FB there is a page "Foreigners for Justice" which often carries stories from "Voice from a Box". You really don't want to end up in the BI detention center.
Not in the US generally. Certain constitutional rights protect in most cases. Things like *right to face your accuser* and *right to a fair trial* both used. Right to face your accuser comes in with very few foreigners could/would travel to the US for an investigation along with a court case. Right to a fair trial comes in being allowed full access to all evidence on the side of the accused and generally investigations on crimes done in a foreign country whatever evidence wouldn't be shared and then can always complain it was tampered with or rigged.
