    1. The health care system of the city, both in terms of hospital facilities and manpower resources, are currently stretched to its maximum.
    2. Hospital beds for COVID-19 patients are full (100%), and many are still on the waitlist.
    3. Some frontliners, particularly doctors and nurses are exhausted and unable to go on duty. Some are already infected with the virus.
    4. Covid-19 cases are still rising.

    Yes, that was last Friday. ECQ isn't in the offing... yet. Cebu City is doing well. Negros and Bohol aren't. Bacolod and NegOcc are tring to keep it down to 3,000 cases, it looks like, with much better testing capacity. The situation isn't dire, but all seniors s/b very cautious.

    Yes Cebu City went through their surge back when ECQ was a politically acceptable thing to do.

    Since then the political will has changed with additional restrictions being politically resisted.

    Now Negros and Bohol are going through a surge without the tools to deal with it.

    I think it is being resisted as the lower classes in the country simply cannot feed themselves when everything is locked down and the government can't offer the required assistance to keep them alive. When you live day to day being ordered to stay home and not work can be a death sentence. Strict quarantine is a greater risk to their health than the virus is.
