There are 2 major appliance centers in Dumaguete City, the cheapest of them is Centrum Appliances, and even they are quite a lot more expensive than their Manila couter parts, so if you are moving from Manila to Dumaguete then you should consider bringing as much of your appliances as possible.

my wife did a lot of comparison shopping for air-cons and small refrigerators and the best deals we found were at Po's (a block or 2 south of lee sp)

You can have stuff you buy in Cebu shipped to Dgte really cheap via Matio Trucking in Cebu and Dgte. Most Cebu stores know of the firm. We had all of our stuff shipped from Cebu after buying it there.

I used Zentrum, Holidasy Appliances and LEE plaza and whilst the choice wasn't trhat great and it seemd a little overpriced the service was exceptional from all. They all delivered free of charge same day
and Holiday Appliances installed the AC for free and installation was very
good so it was all hassle free so i doin't mind spending a bit extra but even so a tv, two ac's , 2 beds and a fridge/freezer, large fan came to about 70,000
    so not bad really

Bandit's right...stores in Cebu will usually box up your furniture or appliance purchase and have Matio pick it up right from the store.

I had a big 35" off-road tire that'd been mounted on a rim shipped from Cebu to Dgte, and the shipping via Matio was less than P100 as I recall.
