    Hypermart used to have small electric scooters for sale in the sports section. I think it was around 8-10k pesos. I thought they claimed the range was 50km on a charge with about the same top speed. I'm sure the parts for that would be much easier to find (or if you couldn't find: to modify) than the suitcase one in the OP. Hell of a lot cheaper as well. I was afraid to sit on it because of it's size though, felt I might break it and be forced to buy it.
