The Philippines is a superb diving destination, but grossly overlooked by a lot of divers. If divers around the world knew what the Philippines had to offer, they would drop whatever they have in their hands and board the next plane here.

There are a huge vararity of dive sites here

    wreck dives
    wall dive
    shallow dives
    deep dives
    shark diving

And a ton of other options.

Also the Philippine oceans has an estimated 3000 different kinds of fish. And diving here is dirt cheap compared to a lot of western countries.

    Diving at Matanog, Shariff Kabunsuan

I heard of one diving spot in Matanog, Shariff Kabunsuan , where former Pres. FVR used to dive, it's at Puting-Bato, Brgy. Kidama, very deep diving... It's so unfortunate not all people can dive there. It is not really explored yet and i guess only the brave, the few, and the privileged can dive there.

If you wanna dive there you need special permit and you are escorted by the military. The spot is not accessible for "normal" divers and without connection there is no way to get the permit...

rhoody is right, "normal divers" cannot just dive there. There is also one good spot (for shark diving) at Bongo Island, but it's considered a marine sanctuary so a clearance from BFAR-ARMM is needed.
