Had a friend visit the bi here today and said it has been a real pain in the arse with this new arp or whatever ists called, very busy and had probs with electronic fingerprinting.
Got him to ask about the annual report for next year for 13a-13 visas and yup you guessed it they're still not connected online to manila, come back next month and check was the answer so not holding out much hope! Another trip to cubu arghhh!

Don't you just love the complete inability to get their sh*t straight? I don't get why immigration can't afford an internet connection (I'm sure that there already is one in the back office) for business purposes.

If they got rid of all the crap and files in there it would help and would have double the space or even better get a new office in the mall, gen san has a nice new glass fronted office in robinsons and I'm sure there ain't too many foreigners there!
Mind you look how long the dfa has had the store in robinsons here and still not open :(

I'm sure it all boils down to the politics on this island, not many of the laws are followed or enforced and it's always the last place for any progress or new offices.

Just a heads up. I received my renewed permanent visa today. It took 3 weeks for the Manila BI to finish it after I submitted all the docs and send it to the Dumaguete BI office for my pickup. So the process to renew and receive the I-Card takes 3 plus weeks so no out of the country traveling during that period. I imagine you could hang around Manila and maybe receive it a little sooner.
Even though my visa says Section 13 Permanent, I still have to renew every 5 years. Hopefully, Dgte BI will have the process to do it here in 5 years, but doubtful. The BI office was a real zoo this morning at 10:30, standing room only.

You have to renew the ACR-I card every 5 years
And, do you annual reporting Jan - Feb every year.
But, residents with a valid ARC-I card is exempt from ARP, so the big fuss about that is only for those on tourist visa.

I was walking by that place a little over a week ago and it looked like a bunch of government employee types that should be working in there were coming out. They closed the door behind them and left, still not open. What little I saw through the open door looked finished with desks and equipment.

I can tell you something that i have complete knowledge of and that is the DOLE , Department of Labor and Employment uses Yahoo mail. so don't expect anything outstanding from one of the most corrupt government agencies.. BIR and BI.
