E-Trikes coming to Dumaguete?

    DUMAGUETE CITY, May 2 (PIA) -- Dumaguete City is dubbed as the “Motorcycle Capital of the Philippines” and with approximately 2,500 registered tricycles, is now being considered as the pilot area of the Department of Energy’s (DOE) E-Trike Program.
    According to George Vincent Bitoon, a senior research specialist of the Department of Energy (DOE), the use of E-Trikes over regular four-stroke, gasoline-run tricycles give drivers about 40 percent increase in their net daily income.
    E-Trikes also do not contribute to air and noise pollution because it run on lithium-ion batteries, said Bitoon.
    To avail of E-Trike units, drivers together with local government units must submit a letter of undertaking indicating a plan to implement the E-Trike “Lease-to-Own” Program.
    “LGUs shall commit to provide an enabling environment to support the adaptation of E-Trikes in its locality such as issuance of ordinances, Sanggunian resolutions, grant incentives and conduct of IECs on E-Trike with Tricycle Operators and Drivers Associations (TODAs),” Bitoon added.
    The DOE Visayas Field Office and the Energy Resource Development and Utilization Division (ERDUD) has conducted an Information, Education and Communication (IEC) Campaign on Alternative Fuels recently in Dumaguete City.
    It promoted the use of alternative fuels which include natural gas vehicle program for public transport, and auto-LPG program and electric vehicles program.
    “This is a key priority of government to mainstream access of the greater majority to reliable energy sources and fuel, most importantly to increase local productivity,” Director Antonio Labios of DOE-Visayas Field Office said.
    Labios emphasized the importance of good governance, stakeholder participation, transparency and multi-sectoral partnership for the success of the DOE’s programs.
    The agency also highlighted the economic advantages of using renewable fuel sources for the benefit of businesses and consumers.
    Participant-members of various local drivers’ associations, LGUs from Bayawan and Tanjay, academic sector and representatives from provincial government agencies have been taught practical energy conservation tips by the DOE. (mbcn/JCT/PIA7-NegOr with reports from Michico M. Bitoon/, intern)

    One way is to implement a "no cash upfront" system. Here, a driver who wants to make the transition doesn't need to give a downpayment to purchase an e-trike valued at around P250,000 to P300,000. Instead, he would pay a monthly amortization using the money saved from not having to buy gasoline. E-vehicles run on batteries and are unaffected by changing fuel prices.

    Based on projections, a driver will be able to pay in full within 5 years, said Hasnie.

    At which time it will be time to at least replace the batteries, or more likely junk it and sign up for a new one.

    The electric tricycles that have already been rolled out are rife with problems. Most don't function properly, from bad motors to controllers, to important instruments that don't work at all. The safety features such as blinkers, wind shield wipers, battery charge indicators and such, are are reportedly not working in about 30 of the vehicles across the country. After sales service seems to be sorely lacking according to those that have purchased the units.

    It would be nice to see more alternatives out there which are less destructive to our environment. The questions I have are about the infrastructure. Where would these things be charged and how long would it take to charge them?

    There will probably be huge resistance, behind the scenes, from the influential vote-controlling wealthy who will lose out from the E-trikes, notably the bike dealers, trike fabricators, and gas stations. They will need to be charged from a Noreco controlled power supply, putting an even greater strain on an incompetent and unreliable source overnight. This will lead to tripping and even more brownouts, so the E-trikes will have to resort to petrol or diesel burning generators to charge up. They will probably be allowed to run out of power all over the place causing even more congestion, as you can't nip to a refuelling station with a can and buy one litre of electricity !!! Anyone thought about what will happen to all the existing trikes ? They won't be scrapped, they will still be on the road in some form or other, adding to the chaotic mayhem that already exists. At a guess, I'd say that the first E-trikes that appear here will, after a relatively short time, be sabotaged but nobody will be held responsible, things will revert to the same as they always have been (God Bless Our Way), and Dumaguete will continue to be trapped in its' never-ending, never improving time warp.

    There has been no mention of the smelly and noisy 2 stroke trikes used here, get these off the road and halve what is on the streets to 1,250, use jeepneys for the long distance and keep the trikes off the highway and there would be a marked improvement, then the trikes might actually have more than one passenger inside, and not drive at snails pace looking for customers wasting fuel.

    Brian, while I agree with your sentiments, it's a poor country and they are going to use those 2 strokes until the won't move under their own power anymore. Unfortunately, the things last a long time with minimal care. I also think it might be that the price of a ride would increase if there were only half the trikes avaiable and you may wait longer to get one if there were fewer, especially if you wanted one for a single couple special ride. When I step back and look, I see why there are so many trikes, it's a business within the reach of more Filipinos and so the competition is fierce and the result is there are as many trikes as can possibly make a living, or possibly more. I have no solutions, I think the environment will have to change before any real changes occur.
