⌛ Error in my name on my High School Diploma

Hello,

Here I am again for a problem with my foster daughter.

In an other topic I wrote there was an error in her name. With the help of a lawyer the error will be fixed. But what with her High School Diploma? De lawyer advised us to go to that school Dumaguete City High School in Calandigan and ask the principal for a letter in which he declares that name x = name y ( there is only 1 letter '"r" that differs). Because my foster daughter is living in Manila she took a flight to Dumaguete and went to the City High School, but the principal refused to write and sign such a letter. So the whole trip was made for nothing.
The principal told her she had to go to Cebu. But I don't understand that. Can someone on the forum give me more info or the correct way my foster daughter has to follow (short and cheap please).
