    The city engineers office should work harder on cleaning their drainage systems specially on the main drainage lines...

    I noticed it was concentrated only in certain establishments while there was none in some areas...

    well the certain area was basically all new streets downtown dumaguete from market to cathedral, where all was working way better before the streets in good condition got destroyed and replaces with that nightmare now...

    The basement of the Globe building flooded and the water half way up the wheels of the cars. There was a big pump running.

    We were in Mamias for an afternoon coffee when the rains started. The whole cafe flooded in less that 30minutes and we were stuck inside for about 90minutes waiting for the water to receed... which it never did
    There was about 2-4" of water covering all the floor, the toilet drain was overflowing and the staff turned off all the power so we didnt die. They said this happens at least 3 times before. Water seeped in from under the doors. It was a mess. Front to back, even the kitchen had flooded at least 2".

    Perhaps educating the general public about trash disposal would help? Nahh, too much to ask.

    Banning tetra-packs for any drink under 20 ozs would probably do the trick.

    I'd say go back to the recyclable bottles, but then they pour it into plastic bags with a straw.

    Then the plastic bags with straw end up in the rain drains. But at least they'll flow with the water, the tetra-packs form a non-biodegradable dam.
