This is not yet a review, as they haven't opened yet, but Harbour City is a large Hong Kong based chain, which is encouraging, as that means professional staff / menu / service (pray), good management, solid financial backing, please chime in when you've been:

According to website: << Harbour City Dumaguete opens its doors on October 15, 2016 (Saturday) at 11:30am!
Be one of the first 100 customers and get a free order of Original Steamed Fried Rice!
See you there! Harbour City Dumaguete is located along Silliman Ave >>, just off Perdices. ..

Was by it yesterday, large crowd, most likely "insiders / in crowd opening." Phil Post seems to have lost my invite again, or they got my email wrong.

Hope we get a Thai next.

Usually large restaurant chains have what they call "soft openings" for a dry run of operations before the public comes in. Usually inviting those that were involved in the development of the particularly restaurant location, and public officials for positive public relations. This is what you may have seen yesterday. Don't be offended if your Phil Post lost your invite... just give it us an update when it safe for the public experience the eating there. .

Hey Dave, very true, although "softs" are usually the week before "openings" and not one day (limited experience). Went monday, food is pretty good, not great, service pretty good, although wish they'd clear the empty small serving dishes more often. Could use more dimsum items and fewer Filipino dishes. HCD Dgte is a franchise, Filipino owned, Hong Kong chain, dozen or more in Asia, including Cebu. Interesting, the franchise in Manila closed. BUT WILL GO BACK, it's definitely better than no dimsum. Always glad to see new restaurants. Now for Thai.
