LTO set to implement helmet law in two weeks’ time

    DUMAGUETE CITY, - In 15 days, the Helmet Law which is provided for under Republic Act 10054, will be on the road, says Land Transportation Office (LTO)-Dumaguete division chief Roland Ramos.

    However, the LTO Dumaguete chief’s statement came in conflict with an announcement by Sr. Supt. Edward Carranza, provincial director of the Philippine National Police, that the PNP will be implementing the helmet law next week.

    Ramos and Carranza issued the statements on separate occasions after receiving directives from their higher officers in Region 7.

    Ramos said the time has come for the implementation of the helmet law after a massive information campaign in the next two weeks for the motorists to prepare.

    Fines for violating the helmet law would include P1,500 for first offense, P3,000 and a recommendation to revoke the driver’s license and revocation of the driver’s license and a fine of P10,000 for the third offense.

    As to the specifications of the helmet law which is essential in its enforcement, Ramos said it should not only be technically-approved by the Department of Trade and Industry but should also be affordable.

    Ramos recalled that provisions on use of helmets under RA 4135 particularly, Section 56 was challenged in court and reached the Court of Appeals, but with the new law, the objection has become moot and academic.

    On the local radio station (91.7fm), my asawa said the enforcement wuld include mirrors on bikes as well as headlights and taillights and road checks will out in force. Sure hope the mirrors and lights requirements are enforced.

    If the people have money to pay the fines, it could be a nice revenue stream for the province. If enforced, the "out of stock" problem for helmets and lights will certainly occur. I saw 2 PNP wearing new helmets today. Has to start there.
    Wondering if they will impound the bikes until the fine is paid or just take the drivers license (if of course there is one to take). And ill pedicabs be exempt for helmets?

    Assume that you are asking if motorbike passengers would be required to wear helmets. Yes they would too. God knows where they will find the baby size ones!Personally I think it would be great if they were able to enforce this, think of how many lives it would save. Of course people here will resist it but in Bacolod , Cebu, Davao, CDO and of course Manila you rarely see people without helmets. The fine does seem unrealistic though.
    Who knows next they might crack down on smoke belching trucks and jeeps. Top of my wish list would be getting all those bikes with the disabled exhausts, that are in fashion now, of the road

    Maybe it is 1 helmet per 100 kilo, so babies and roosters don't need ... I would be flnugged, driving alone wearing 2 helmets, though :-(
