    MANILA - Attached to its request for a P1.97 billion budget for 2016, the “performance pledges” of the Land Transportation Office (LTO) include the following:

    • Car plates and stickers for brand-new cars issued within seven days
    • Registration of old cars, complete with car plates and stickers, done within two hours
    • New driver’s license processed within four hours
    • Old driver’s licenses renewed within 60 minutes
    And Senate President Pro-Tempore Ralph G. Recto is asking if the agency can deliver on its promises.

    “Believe it or not, these are actually the same performance targets the LTO has set for itself this year,” he said in a news release.

    “So we should ask them if they are now delivering plates for brand-new cars within a week, and what gives them the confidence to renew the same promise of processing speed for next year,” Recto said.

    While he promised to raise the issue of “LTO deliverables” with Department of Transportation and Communication (DOTC) officials when the agency’s budget request is tackled by the Senate, Recto said his focus “will be on the problems the LTO is facing that cause delays in the issuance of car plates.”
    LTO promises for P1.97-billion 2016 budget: New plates in 1 week, driver's license in 1 hour, etc.

    I like the bit "registration of old cars,complete with plates and stickers within 2 hours"
    I do believe somewhere in the old thread a Dutch company had been awarded the contract to make the licence plates! So is the company based in the pi? Or will they have to just nip across the other side of the world to get a set of plates in a couple of hours!
    It does make you wonder who dreams up this sh*t.

    I imagine they are expecting that each LTO location will keep a certain number of plates in stock (lol right), have those numbers in their database (lol right), and then issue those out within 2 hours (lol right).

    mandatory performance should replace performance pledges. still, they will never catch up till more trained employees are hired, like that would ever happen.

    The photo you see above is for illustrative purposes only--just so we can show you that the "license-plate sheets" reported stolen by the Land Transportation Office from its main headquarters look like this and not actual license plates. We asked our trusted LTO source--a person with integrity, we assure you--to take photos of the plate-making plant the sheets were stolen from, but he told us said facility had already been padlocked.

    Our source--who requested not to be named, for very obvious reasons--also shared that several LTO employees assigned to the dormant plate plant had already been suspended pending the "investigation" announced by LTO officials.

    The stolen sheets, according to our source, were "very large sheets of aluminum, larger than a regular-sized plywood."

    What were these for?

    "They were old sheets left over from before the Netherlands deal. They want to declare these as stolen and let them be. d*mn these people. All that money used in purchasing those sheets."

    To be clear: LTO has its own plate-making facility. We used to think that its previous Filipino supplier took care of everything--that this supplier actually produced the plates and gave these to LTO in their final form. Turns out the former supplier only provided the raw material--the aluminum sheets--and LTO stamped and cut the sheets to produce the plates.
