Overloaded truck spillls the top of its load on the highway.
    Overloaded motorcycle lacks maneuverability.

The road is a right mess from bindoy up to san carlos and seems to have been like it for yrs, nothing is ever finished. Ive been up there 3 times this yr and its always the same, choking dust when its dry and mud when it rains. This goes on for miles and miles,im sure politics comes into play somewhere.
Im surprised there are not more accidents.

I assumed it would be possible to travel the entire circumference of Negros on a good National Highway - is that not true?

One of the best businesses and one never out of work here in Negros is that of anything to do with road building. The budget of the DPWH must be a bottomless pit. I have yet to see a single year where the roads are not being worked on at one point or another. It has to be planned obsolescence, nothing can possibly need repairing that often, unless you intentionally make it that way.

Or that the repairs are done very badly each time because of poor materials and/or workmanship.

For example, like that which traverses your most favourite (or 'favorite' for misspellers  ) route -the National Highway section running through Sibulan.
