Nah, couldn't be, not in the "City of friendly People"!

    The National Bureau of Investigation and the Dumaguete City police said they will probe further the attempted carnapping incident Thursday, involving a 24-year-old third year law student.

    The victim, whose identity was withheld by the police, sought the help of NBI-Dumaguete, claiming that those who attacked him were law enforcement agents, connected most likely with the police.

    He said that at around 7:20 p.m. Thursday, while he was driving his Kia Soul car along San Jose Extension in Dumaguete on the way to school, a sports utility vehicle of unverified make and model, and dark green in color, swerved in front of him and blocked his way.

    He said four men, two of whom were carrying handguns, alighted from the SUV, and told him to get out of his car.

    The complainant said that, sensing trouble, he instead reversed his car and sped off. He said he then heard four gunshots, and the SUV was chasing him.

    He said it was only when he proceeded to the police station to report the incident that he noticed that his two rear tires were flat, and the hood of his car punctured.

    He, however, said that the SUV followed him to the police station, and when he told the police that it was the vehicle that trailed him, a cop with an armalite rifle talked to the men inside the SUV.

    The complainant said that later, the men left on foot and the SUV was left parked inside the city police station compound.

    Supt. Crisaleo Tolentino, Dumaguete police chief, said he will act on the incident and impose sanctions if any of those on duty at the time had mishandled the complaint or failed to help the victim.

    But he also said there is no vehicle assigned to the police station matching the description given by the complainant.

    Dominador Cimafranca, NBI-Dumaguete head, said they have coordinated with the Land Transportation Office to trace the vehicle, whose plate number was tampered.

    He added they already have the name of the SUV owner and that it was registered in Mindanao.

    Cimafranca said they will conduct an independent investigation but still in coordination with the local police.*JFP

    I also have a Kia Soul, maybe they thought it was me. I also look like I'm 24 yrs old so just wondering....

    I don't know the details of who asked the NBI, but I was been told recently that a citizen cannot get the NBI involved-only the police

    Not to start any lengthy to and froing on this But I think you should read this page. Under the circumstances, this guy has every reason to go to the NBI and from the sound of it they will welcome the visit, especially if the perpetrators are on the Wanted List, either they are or at least they should be. Hope it helps to sort out some wrong information you have been given

    OK so the people doing the shooting follow you in to the police station. A cop talks to them. evidently not worried about getting shot himself.

    The complainant said that later, the men left on foot and the SUV was left parked inside the city police station compound.

    Lets the people walk off.

    How about the ones who were off duty? Maybe in the car?
