AirDrop seems to be the preferred way for exchanging photos. You could also use iCloud to copy the data to and then copy back to another device. You also might be able to do a back up and restore from iCloud. Apps could be more difficult if they don't exist as a single executable, but have multiple files in multiple locations. If the app was purchase from the Apple Store, you should be able to login to the Apple store and download it again. Disclaimer: I'm an android user, so I haven't tried any the methods I mention above. : )
My wife has both iPad and Mac laptop but she tended to reclarify her advice at times saying later that AirDrop is okay for files generally. Could the apps be download directly from their original sources? My wife's father died today and I can't really be asking her more details about this currently.
Hope this can help. If not, https://support.apple.com/en-ph/guide/mac-help/mchlde9a31f1/mac I would transfer 1st to an external hard drive and have it 1st formatted to the Laptop than connect to pad and download.
i loaded Google Photos onto my andoid phone and on my macbook and they sync constantly easily with a google account. I think its 15 gig free. For a couple us bucks a month, you can get 100gb.

I agree with Crystalhead and have been using these Transcend ruggedized drives for over 10 years without problems.
