    It is good to see the authorities cracking down on noisy motorcycles. There needs to be much more of this.

    Before they crack down those they should go for the ones driving without light. (front and back). But this is of course wishful thinking. Maybe all expats in Dumaguete should create a fund: FREE BULBS FOR MOTORCYCLES. We buy 20 000 pieces at a discounted price of 15 Peso each at Alibaba. Problem solved. Or maybe not

    Kind thought but logistical nightmare - the same drivers, or family members, will queue for anything free and then sell it on.

    Fining drivers without lights a significant amount will do the trick - but the energy to enforce seems to be lacking.

    Many of their lights actually work. If you hit them with high beams they will turn them on in an attempt to get you to turn them off. If you switch to low beams they turn them back off. Maybe they think they are saving electricity/fuel by turning them off?

    I'm not exactly sure why so many of them choose to buy batteries for flashlights instead of buying a much cheaper P15 bulb but I suspect similar financial decisions are what has led to them driving those old beat up scooters and lot in life.

    My Filipino husband told me many years ago that many of the locals believe that their lights are fueled by gas and they don't use them thinking they are saving on gas, that is why they will use flashlights on their bikes.....(I am only sharing what he told me, I can honestly believe it, though)

    OMG!! I cannot believe what you just said, how rude can you get??!! I absolutely meant that I believed that THEY believed they were saving gas...come on, REALLY??!!

    This is not a good use of words my friend and maybe this is due to your non-English as your main language. The lady also was referring to her late husband and therefore it comes across as very insensitive - but I am sure you were not aware of that and it was not intentional. I am informing you of this politely as I feel you might wish to edit or remove that post (is that possible?)

    I told her in the last sentence of my post: P.S. if YOU do not believe in this nonsense but THEY do, forget my last sentence. (maybe bad english). Now to you: Calling somebody dumb who believes that switching the lights off in order save gas is inpolite and not a good use of words ?? Has nothing to do with my language skills. I would rather call it common sense. Actually, I was even think using a harsher word when I wrote my post. BTW, on many occasions I thought you were rather unpolite yourself with Rye83. And English is your native language.
