The Noreco customer group on Facebook is overflowing recently with questions/complaints about multiple unannounced brownouts that last too long, in a whole bunch of locations. On top of that, 2 days ago a 10 MVA transformer exploded in Dauin, causing widespread brownouts there. As a temporary band-aid solution Noreco has put the Dauin load onto a transformer in Bagacay, Dumaguete, until that exploded transformer can be replaced, which may take fairly long (as in: several months). Meanwhile questions about the why and how are being raised; a heavy transformer like that has an expected life of up to 30 years and the exploded one had been installed just one year ago. Moreover, apparently these things are expensive, as in a quarter million dollars or thereabouts.
I keep records of all brown outs here in Sibulan, except the really short ones just lasting 10 min. or less and of course only when @home to observe. The explosion of that transformer in Dauin didn't cause a brown out here. Now that a temporary by pass has been made onto a transformer in Bagacay it's W8&C if any effect can be expected on the power supply in other places nearby.
