Searching the forum I see the US Consulate in Cebu closed up three years ago. Since the thread never continued, I take it that the shutdown was permanent.

Is there any other option other than a trip to Manila to get a form notarized?

Does the IRS, by any slim chance, accept Philippine notarization?

The Cebu Consulate was closed for most of august, but it is open for business now. 8 am to 10:30 am weekdays except wednsdays (closed wednsdays). walk ins for notary are accepted.

Thank you both, Okiebound and Outcast, for the valuable information. It's good to know that they actually reopened the Consulate in Cebu, and the link to the eNotary service is going to get bookmarked for future use.

As it turned out, I did not need notary services after all, but I am glad you both offered useful info to all of us on Dumagueteinfo.com.

We recently stayed at the Waterfront hotel in Lahug Cebu and we understood that the USA consulate was at the hotel currently. We didn’t visit it but I think it was there, and open during part of the week. Easy to find!

I got them too accept it. Since the notary stamp is an embossing, on advice, I used the side of a pencil lead to lightly shade the embossing and made copies. I then wrote a brief explanation that this was the method used to attest to a signature by attorneys in the Phils and was accepted in a Phil court of law. So I sent them at least one original, per memory, and copies.
