Resigned president of the Negros Oriental State University, Don Vicente Real, has asked Ombudsman Conchita Carpio-Morales to investigate what he believes to be a questionable transaction in the procurement for subscription of internet and other online services through fiber optic backbone in the province. He told the Ombudsman that the procurement costing P13,742,400 was done through direct contracting without approval from the Board of Regents of the Negros Oriental State University, Real said. It was not included in the Annual Procurement Plan of CY 2012, and was in violation of Republic Act 3019, or the Anti-Graft and Corrupt Practices Act, and RA 9299 or the NORSU law, he added.
