Help! My fiance booked plane tickets and only later realized that he was going to stay 22 days in the Philippines. I understand it should only be 21 days for him to get a visa waiver... does he need to get a Visa now? Or can he extend from the local immigration office? He is Canadian, by the way.

he can get the waiver here or at any BOI in the PI during his stay. usually a painless 20 minutes procedure

So they'll let him in no problem even if his return ticket is more than 21 days later?

yes, as long he has a (6 month longer after entry) valid passport, no criminal records etc., he gets the stamp which is the 21 day visa

I've flown into the Philippines 12x, and this last time was the first they ever asked me about the length of my stay or my return ticket. I have a return ticket for 10 months after my arrival. When asked about it, I said that I planned to renew my visa as needed at the Dumaguete office. Wasn't a problem.
