Like so many things, people find a Loop hole, as in Spain and other European Countries there are big loop Holes in taxation.
This is why you see so many unfinished houses, until Finished and an occupancy Certificate Granted, there is no actual Property tax to pay only the land tax.
So people build but never finish it and then just live in it . It is not on the property register so they are paying no tax. Of course when they do a property count there may be say, 500 houses in that area but only maybe 50% with occupancy and so the tax yield is down.
If city hall got their heads out of the sand and did the job Properly, Inspect houses Built on permit after say 18 months, they might find people actually living in these houses and not paying the Property Tax. So fine them for living there without occupancy permits and them make them pay back tax. That way we the people that do pay taxes would not be hit so much. After all we should expect to pay a higher account to cover those that have found and use this loop hole.

JMHO But........................ It ain't going to happen is it?

    JP:wink:

The taxes would go up either way. It doesn't matter what percentage of people pay it. The more money the government gets the more they want.
