ACR iCard Questions about renew ACR card and ECC - RP - SRC and Annual Report

I’m living outside Dumaguete..

I have just got my Philippine “Permanent Visa”, implemented in my passport,
and after that, I have also made an application for a new/renew my ACR card in December 9, 2013 at Bi in Cebu.

How long time will it take to get this new/renew ACR card ?

Is it possible / allowed to pick-up my ACR card at BI Main Office in Manila, because I must there get an ECC and RP and perhaps also a SRC.

I have a ticket at February 20, 2014 and must travel to my home country in Europe for my annual Heart check-up. Have plan to stay abroad 3-4 month
I was heart surgery for a few years ago in my home country.

How quickly can I get the ECC – RP - SRC.

I know that I can pay the RP at the airport, but what about the ECC and SRC.
I have to make an application? How long does this?

Then I also must pay the Annual Report, in Dumaguete or in BI Mani Office, Manila.

I don't like to get any problems when passing the Immigration Desk at Airport in Manila

Please, help me with some advice - do not want to miss my flight on February 20.
