I think you are approaching this backwards. Come up with a good business idea first, then ask about Dumaguete as a location. Or perhaps they are important questions to ask together. I wouldn't start a women's "big and tall" clothing store here for example. :D

A tanning salon would also be a bad idea.

As a foriegner, you can't legally own a business, unless you have the big bucks.

just was about to write the same, no "small business" for foreigner.

If it's on your asawas name, you make sure you have all control and a really good Business-idea. Cell-phone, internet-cafe or printshops are a kind of taken

If it is for Expats needs, forget about it (unless you have free coffee and WIFI). Everybody will be exited with the Idea but not many will show up...

you can get The Dude investing a lot, with having 5 Bikini-girls sitting in the window on bar chairs. He won't invest in the girls, but walking up and down the window... if you hire 5 streetkids working for you begging around there you make a fortune...

    cheers and good luck

If youve got the time and money to invest.

Possibily if you are providing something that is needed and affordable.

Yes, an extreme pain. Be prepaired for lots of required "permits." Also reread above posts for more information.

Starting a business is a good idea no matter where, nor how small or big it is. the question is what kind of business are you investing in that particular area. you should know if your business is feasible in the area. however, one technique in investing a business is: you should be very familiar on the business your getting in. so you'll know how to work around if problems arises.

Regarding Government against foriengers... nah... i dont think so... the government are calling foriengers to come visit the city because its good for the economy. But then, if youre a forienger; you cannot have a business license.

At least thats what they write in government-ruled medias/newspapers.... and to get the face into the medias with a important longnose while the envelope goes under the table, hidden from all ameras.

feel free to look at many small/medium foreigner business-owners what strange(and not even legal) papers and permits some people here want.

so as a foreigner you have the chance to pay the few thousand to the demanding office... or you also can pay the same or more amount to a lawyer to verify that you don't need to pay that... or you go a official way and waste the next 5 years with useless paperwork wasted time and paying even more.

After that 5 years you are the fool for the community as everybody says: he should have paid for the permit... its the philippines, get used to it.

If you don't believe go a bit south and ask some new resorts what they go through...
Sure they are for foreigners... somebody need to pay the new car....
