Don;t worry, a trike only cast about 8 pesos. they will surround you at the pier.

As Pedro mentioned, if you are into walking and don't have too much luggage, you can walk from the pier to the "Downtown" area of Dumaguete City.

It isn't that far of a walk.

    Welcome to the Philippines.

Remember to hold on to your luggage, when you arrive. Otherwise a porter will grap it first and "ask" if you want his service later. In which case you will need to "negotiate" the price of a service, that has already been delivered.

Like others have said, you will be surrounded, when you arrive. First by porters and then by tricycle drivers. If you insist hard enough though, it is easy to just walk from the port to the downtown area.

Or just accept the "system" and pay up for a tricycle to take you to your hotel. Getting a trike for 8 peso in the port area is completely unrealistic, since they have spend time waiting for the boat to arrive and want to be paid (well) for this service.

But whatever, for the price of maybe a beer in a restaurant, you can save yourself for the trouble of carrying your luggage all the way from the port area to the hotel.
