How to get safely through Cebu City?

Two 20-something visitors are to arrive at Cebu Int'l a/p at around midnight. Neither has previous experience in the Philippines. Earliest arrival in Sibulan/Dgte would be via Ceres bus and the 4:30 a.m. FastCraft ("passcrap", as filipinos call it) from Lilo-an, Santander. I found a Ceres agent at the Sibulan ticket office of the FastCraft. He assured me that the buses from Cebu South Terminal to Lilo-an pier run "24 hours." He would not agree to every hour, but I suppose they run a bus to connect to the first ferry of the day.

My concern is getting safely from the airport to South Terminal. Fresh arrivals with all their money and baggage are a special target to miscreants. At Manila airport, I know, you can get a yellow airport taxi and the guard will make a note of the taxi identification. But I don't recall anything like this at Cebu. I have related the obvious precautions--use the meter, pick up a tourist city map before leaving the airport, never get in a cab with more than one driver. Is there anything else we should know specific to taxis at Cebu airport?

The safest way would be to send a car after them, and escort them to the bus, or even take them to Lilo-an. Danny Noy is very reputable in this regard, we have used him numerous times for various needs.

Cebu (City and Province) Taxi Service, Danny has been serving Cebu for two decades.

Another option would be to take a cab from the airport to the south Bus terminal. There usually is a guard writing license numbers but in the wee hours of the morning I doubt it.

Also why not just fly them? Cebu Pacific has early morning flights Cebu/Duma nearly daily, maybe you can make that coincide with their inbound flight?

Echoing everything Larry said, also want to suggest that if they are arriving on an international flight at midnight, not sure how long the flight, but maybe some jet lag, first time to the Philippines can be a bit of shell shock, especially at night. (Although probably less than if arriving in Manila).

You might just want to arrange for them to stay overnight in Cebu in someplace safe, cheap and close to the bus terminal. Then they can do their bus/ferry trip in the morning, when they are a bit more rested, more aware, and enjoy the scenery more.

This is not a personal recommendation, never stayed at this place, just including a couple of links to give you an idea of what's available at a reasonable price (and can be booked online). And if you click on the pages "show map" link, you can check the proximity to the bus terminal, and also some other hotels in the area.

Got a few pretty good reviews on TripAdvisor too:

I don't like those Ceres bus trips across Cebu Island at night. We often stay at the Hotel Cesario, less than 10 minutes from the airport. It is clean and inexpensive (around $30 including a decent buffet breakfast for 2). Cesario is actually attached to The Bellavista, which is nicer but twice the price.

Cebu Airport does have yellow airport taxis that are, of course, considerably more expensive but more reliable than the white cabs.
Be sure to tell your driver the location of the hotel before you enter the cab. The taxi driver may not want to use the meter on such a short trip after sitting for hours to get to the front of the line.

I usually go upstairs to the Departure area and get a white taxi from there (as somebody else arrives at the airport). This is frowned upon but I have had no problems so far. Of course, this option may be more difficult late at night. Again, make sure that you and the driver are clear on price, location and if you want him to use the meter ... before you get inside the car. If you are taking a white taxi, always choose the new model cars; much more chance that the driver will be honest, in my experience. Cost to hotel Cesario is about P60 on the meter; to the South bus terminal, it should be less than P200 late at night.

Larry could'nt have said it any better. If They can afford it and don't mind waiting at the airport in Cebu for a few more hours, just take the flight from Cebu to Duma, if I'm not mistaken it leaves around 6am anyways. This way They won't have to leave the airport and They'll have plenty of time to get to Their next gate. Heck, there's probabably even a good chance that the Airplane might even get You to Duma faster ther the Ceres bus will, considering that the flight takes less than a 1/2 an hour.If You were to take the Bus You would still have to account for Your time at the airport waiting for Your checked bags, getting out of the airport, getting a taxi and making it to the South terminal at a decent time, that is of course if Your flight into Cebu arrives on Schedule...Cheers

Looks like a good place, and if they do decide to stay overnight, probably makes more sense/safer to stay near the airport than near the bus terminal as I had suggested. I see it can be booked online too.

Hi Gerry I am sure you meant to add more to those shallow comments ?
Like. Best if can be greeted and escorted, second best await the Duma flight. If bussing best to stay near Airport as late at night. Second Stay in Cebu or adventure and find the bus to Duma just beware of miscreant as in any country late at night. Best luck for them from me and hope they have a great time..
