    If you enter the country with your wife you are eligible for the balikbayan program, which gives you one year free stay. So if traveling every year...

    Your best permanent option is probably the 13A as mentioned.

    I found the following requirements for 13a Non-Quota Immigrant (Permanent Resident) on the Philippine Bureau of Immigration website:

    13(A) Applies to .... The wife or the husband or the unmarried child under twenty-one years of age of a Philippine citizen, if accompanying or following to join such citizen;

    Checklist of Requirements for Conversion to Non-Quota Immigrant by Marriage Under Section 13(a)

    1.Duly notarized letter request from the petitioner, with a statement that all documents submitted were legally obtained from the corresponding government agencies;
    2.General Application Form duly accomplished and notarized (BI Form No. MCL-07-01);
    3.NSO authenticated copy of Birth Certificate of the Filipino Spouse;
    4.NSO authenticated copy of the Marriage Contract of alien and Filipino spouse or if solemnized abroad, marriage Contract Authenticated by the Philippine Embassy/consulate nearest to or in the place where the marriage was solemnized, with English translation if written in other foreign language;
    5.Photocopy of applicant's passport showing its bio-page, admission and authorized stay of at least 20 days from date of filing; and
    6.Bureau of Immigration (BI) Clearance Certificate.You can apply for the Resident Visa (13A) at the Immigration Offices in Manila, Cebu and Davao City.

    If you are in Dumaguete and want the "no-hassle" version, I heard there is a lawyer that sits at Sans Rival in Robinson's Mall on Saturday mornings and can facilitate your application, for a fee, of course.

    How do you apply for the Balikbayon program? Do you need to do paperwork before visit, or upon arrival?

    Upon arrival. Be sure you arrive with your Filipina wife, she will tell the Immigration officer to give you 1 year BB.
