Of course they could have refused. They have always had that freedom. Their employers also have the freedom to fire them. Freedom of choice, not freedom from consequence.
Maybe so. But as a practical matter, they could not pass up Sinovac, waiting for something better, as some of us have done, without losing their jobs. "All uniformed [PNP] personnel are vaccinated," according to an office of my acquaintance.
I remember my line of thinking at the time, it was pretty much "better something than nothing", as at the time there was no indication whatsoever that something better than Sinovac would come available locally within a reasonable timeframe. I do have my hopes pinned on a Pfizer-BioNtech or Moderna booster shot before the end of this year, which seems a reasonable expectation.
