During the last Sunday blackout there was a sign at the beach in Dauin prohibiting swimming on the weekend for people from outside of Dauin. There was a Tanod on the beach enforcing the rules. Is it the same this weekend? Are non-Dauininans allowed to go swimming on Sunday?
How do they know if foreigners are residents or not? Look at Google maps for a side street or back road and say you live there. Show you passport or foreign drivers license if they ask for ID.
And with everyone having grandparents, parents, sisters, brothers plus thousands of cousins living within 10km, you will be hard pressed to find one street where the Tanod has no relatives. Easier to swim elsewhere that day.
