Why do Philippine Rebels fight in mountains when the enemy is in the cities?

I have long wanted to ask this, it has been lingering in my mind. Is it true that the so-called rebels and subversives here in the Philippines are just mere pawns and therefore part of a long term BUSINESS GAME?

Otherwise, this problem would have been already solved, and there would have been real progress.
