I really hope that they figure it all out. The city really needs a scrub down and the people need education on how to properly dispose of garbage. I remember when I was young that the classroom was where this education was really pounded in. They need to start with teaching the children.

Litco in liloan around liloan in Cebu enforces the littering law very well along with other laws, they are always out in their trucks or bikes. Was up there with the mrs a while ago and a kid threw out some garbage, lit on was down on them pretty quickly and the drivers licence was taken until the fine was paid.
Education is a great place to start at schools as it's never enforced in the home environment. And the younger the better!

Perhaps, but it also creates jobs. The same as a few states in the US that make it illegal to pump your own gas. (Learned that one the hard way in Oregon when I started to pump my own gas right in front of a cop.)

Totally Agree but when we see Mothers or Fathers tossing Used Diapers any where and the Kids in tow see this then that, is their Learning curve. This is where the Barangay Captain fails at his First hurdle, Clean your Barangay up and people might start to Respect the City!

Well IMO this may be the biggest obstacle (maintenance/managment) If the goverment do's not collect regularely the peolple don't care either.
The city has rented two bulldozers for this as its own units are no longer operational. !!!!
He admitted delays in garbage collection brought about by dump trucks and compactor trucks breaking down. The city has six dump trucks and six compactor trucks, but not all of them are running each day, he added. ( bcs they 're broke down, no fuel or no operator)

Here in barrangay Silab and Catalina in Amlan is not even a garbage collection although there're a lot of people living there.
We bring our garbage weekly to collecting points in Amlan town where it's picked up ones a week (theoretically)

we have a garbage collection here, around 4 times a week the truck goes past, we buy tags at city office, i think about
150p per hundred .... you tie a tag on each bag and they pick up, (if the scavengers or the dogs dont get there first).
works well...the service is available.but a lot of the locals still seem to not want to use it...education is the key...
