    JP, come on now. Do you really think the person would have the money to pay any fines? 400k unpaid citations is a bit ridiculous.....that's about 3 citations per person in Dumaguete. I don't know what the solution would be....pay on the spot or impound the bike? But the city had better rent a big plot of land as they would run out of space fast if they did that. Enforcing the driving rules would bring the economy to a screeching halt. No politician would ever allow such a thing to happen on their watch.

    I know! let the BOI collect the Fines, they seem to be good at collections.:thumbsup: Obviously the LTO or The PNP are useless at it. :pompus:

    Carnt catch them if they have no rego lol cops n lto yard is full now lol 1 year ago i took many pic of blocked side walks bikes, cars, vendors, ect posted it but it got taken off in 1 hour lol .They dont care for any but themselves, Tourest must have a good laugh
