I was considering posting this in either the "Controversial Subjects" or "Funny" categories - due to the current fiasco over new number plates etc. But I resisted the temptation! Anyway...I need to do the annual registration renewal for my SUV. Do I go to LTO in DC? If so, where is it in DC? I have found what looks like an LTO office in "Robinsons" but that just mentions License Renewals? If someone can tell me where to go (I need to do this tomorrow) I would be immensely grateful. Before you can renew your registration (called an OR) you will need to got a smoke test. There is a smoke test place across the road from Changs Department Store on the North Highway (in the Capitol Region). Almost everyone I know uses Ernie. He is very helpful and can get your paperwork done for you. I usually give him 100 peso for his trouble. He will get your sticker and insurance for you.

Sorry, as a newbie to DC - I've Googled Changs and cannot find it anywhere? Where is the Department Store near? Can you provide a well known landmark for me to look out for? THANK YOU!!
I think you are coming from Dauin? Follow the national highway to DC, proceed straight through the market area and keep going north. (You are allowed to veer left and right a little to avoid pedestrians and tri-cycles). About a mile after the market on your left you will see a very large park and government building in the background, this is the Capitol Area. Just past the Capitol Area you will see Changs Dept Store on the left. The Smoke Test is directly across the street and set back from the road about 20 meters. As I recall the late penalty is not too severe.
Cangs is out toward daro on main highway and the smoke test center is right opposite, Ernie is the guy who will do your smoke test, just look for the tall guy!
Fantastic. I'm actually coming from Amlan - but I know where I'm heading now (thanks to you). I believe the name is Cangs NOT Changs - (hence I couldn't find it on Google). Very grateful. I'll go see Ernie tomorrow.
