I don't think too many people will have a major problem with this unless they are leaving the country and need an exit Visa, but that I believe needs to be done in Cebu or Manila anyway. There might be delays in extensions but I have been told there would not be any penalty charges as it is their issue not ours.

2 fellow members said Yesterday at Lunch, that there is a 100 peso increase in Extensions, something about a new Sticker rather than the date Stamp, can anyone confirm this?

Not exactly earth-shattering news, but, yes, I can confirm this. Your "2 fellow members" speak the truth. At least, they spoke the truth about the sticker and the fee at lunch yesterday. Can't say for sure that they always speak the truth.

Speaking of an "Exit Clearance" (Emigration Clearance Certificate) ..... I understand that if you are in the Philippines with a Visitors Visa for more than 6 months, you need to get the Exit Clearance before you get to the airport.

How about if your in the Philippines for more than 6 months on a 13a (Permanent Resident Visa) ... Do you still need the Exit Clearance?

On a 9a tourist visa you can get your exit clearance at the airport if you have been here between 6 and 12 months, anything after that you need to go to the bi.
Resident visa 13a you go straight to airport and pay the same as a local in taxes,no need exit clearance.

Yes but you get that AT the Airport there is a desk there for this. They will give your re-entry Certificate. Cost I am not sure about.

Thanks for the responses ..... They change the rules so much, I had no idea what is now required for us guys with 13a Visas.

BTW .... My wife is a Filipina, but now has a US passport. She entered the Philippines on her US passport and since she was born in the PI, they let her in on a 1 yr Balikbayan Visa ..... Will she need to get an Exit Clearance before she shows up at the airport if she has been here more than 6 months?

Or will she get the Exit Clearance at the airport like I will do with my 13a?
