August 19th, 2015 10:17 AM Senator Sonny Angara said he would look into the possibility of exempting the Bureau of Customs (BoC) from the government’s salary cap in a bid to professionalize the agency, which is perceived as one of the most corrupt and underperforming agencies. “By exempting the BOC from the government’s salary cap, we could provide better pay for our Customs officials that would allow us to hire more competent employees and reward honest officials,” Angara, chairman of the Senate committee on ways, said in a statement on Wednesday. “But before we make any increase in their pay scale, there should be improved qualification and performance benchmarks in place to further professionalize its ranks,” he said. More money will not stop corruption. It's a mindset. If a person is corrupt there is little chance they will ever be honest employees no matter how much you pay them....they will always want more. Gotta fire them all.
(CNN Philippines) — In the Philippines, corruption exists in all levels of the government, especially among high-level civil servants, according to the US Department of State Investment Climate Statement released two years ago. The Bureau of Customs, tops the list as the most corrupt government office in the country based on Social Weather Station (SWS) data released in 2014. The results of the 2013 SWS Survey of Enterprises on Corruption showed that six government offices showed little improvement in their efforts to fight corruption. The survey gave the bureau a "very bad" rating of -63 for 2013, which was a tad worse compared to the -46 “bad” rating the BOC received the year before.
