The city government of Dumaguete is heeding the call of the civic organizations to minimize or eradicate motor vehicles, mainly motorcycles, with loud exhaust pipes by penalizing or jailing the owners unless they install a muffler or insert a silencer to reduce the noise to acceptable level. The Lions Club of Dumaguete and the Salonga Law Center of Silliman, are mounting an educational drive to improve driver-literacy among tricycle operators in Dumaguete. In sponsoring the proposed ordinance, Councilor Dandan Teves- Leon, Liga ng mga Barangay President Lionel P. Banogon and Antonio J. Remollo assert that “noise pollution is a public nuisance affecting a person’s emotional and psychological well-being.” The ordinance seeks to regulate the noise emitted by motor vehicles to tolerable level to be determined by equipment known as decibel level meter. If the decibel level of a motor vehicle is considered a nuisance, penalties shall be imposed. Under the proposed measure, on first offense, the vehicle will be impounded at the city hall; second offense, a fine of P 1, 000.00 or imprisonment of not more than two months or both at the discretion the court and third offense, shall merit a fine of P 3, 000.00, imprisonment of not more than three months. In all instances, the unit will only be released to the owners once they install a muffler or insert a silencer witnessed by TMO staff, and to be supported by a certification from the Traffic Management Office evidencing compliance. The authors stressed the need to deal with “troublesome and reckless vehicle owners and make them act responsibly in the use of their property” as well as instill health consciousness. Why another Mayrol Ordinance? There is a Republican Act on this and is the Responsibility of the LTO with PNP assistance to enforce it but............... I guess Construction and use just means How many Seats can I build on the Bike to get my 9 Kids and Her in Doors on it Yeahhhhh JP
We know Republican act are never followed here mate,as a few people have said this island don't follow anything issued from up north. It's the Wild Wild West.
Do we think this will be followed and better? OK til LTO, TMO or PNP upsets some one with a few Peso's Nah, just more words, words, words, Election times bring about some stage Bedfellows. and the Mayor needs a friend or two as well. Any one remember Ramos the Great.? He upset the Capitol House and that will happen again. All have Teenagers in the Family. JP
What they need is a mobile hydrolic crusher somewhere prominent just for one day, every bike that is illegal cruch it to a cube and word travels fast here as we all know. Once this news was out I think the mindset would change quite quickly. And isn't it the mayors last term?
Yes they do,two terms only. Then it's usually passed down to a family member or vice mayor, then after their terms it usually goes back to the origional mayor. A vicious circle of curruption all around!
I can't seem to find a list of former Dumaguete Mayors. Odd that the information is easily found for most other cities in the Philippines. Anyone know where to find this information?
I have been Looking and came across this, Perdices was Mayor for 18 years before becoming Governor so that in itself will say a lot but The Page may yeald more for you. Agustin Perdices - Wikipedia, the free encyclopedia Hope it helps some JP
So many laws and never enforcement of any. One checkpoint each day for one hour at a main intersection, rotate to different locations, would bring in lots of funds for the city, make the fine 20p and it would add up fast. How about, FREE WATER STOP sign at the checkpoint.
