It's obvious they can't do it themselves, either they just don't care or a lack of military resources to finish the job properly.
Something needs to be done about it asap otherwise I can see it getting out of hand.

Maybe my thoughts are too simple to work.
Tell ARMM that Manila will pay all the ransoms and take it out of the ARMM budget.
    Might work.:angelic:

STA. CRUZ, Davao del Sur – Davao City Mayor Rodrigo Duterte said authorities had arrested one suspect in the September 21 kidnapping of three foreigners and a Filipino woman from a marina on the Island Garden City of Samal.

In an ambush interview with reporters here after his speech for the 131st anniversary of this town on Monday, Duterte also disclosed that another suspect had been identified as among those behind the kidnapping of Canadians John Ridsdel and Robert Hall; Norwegian Kjartan Sekkingstad, manager of the Holiday Oceanview marina; and Filipino Marites Flor.

Duterte said the arrested suspect was named Pandajar Adona alias Banon, who was “positively identified” through the CCTV footage that authorities had retrieved following the kidnapping.

Last week, an official claimed that the kidnappers had two local contacts and that they stayed in their houses for three days before carrying out the abduction.

One of the local contacts was said to hold a mobile phone the kidnappers took from American Steven Tripp and his Japanese wife, Kazuka. The couple reportedly evaded abduction by jumping off their yacht.

In earlier interviews, Duterte said the kidnappers had already brought Ridsdel, Hall, Sekkingstad, and Flor to Sulu.

MANILA, Philippines -- Negotiations for the release of three foreigners and a Filipina kidnapped from a resort on Samal Island last month are reportedly underway after their captors established contact with a foreign embassy, an intelligence source said.

“We received a call from our contact within the Abu Sayyaf in Sulu that their leaders are now negotiating for the four hostages taken by the group from Samal Island last month,” the source, an officer based in Camp Crame who has consistently provided reliable information on condition he is not identified, said.

The Abu Sayyaf, he added, contacted the embassy and “they are now negotiating for the hostages’ safe release.”

He did not, however, provide more details.

MANILA, Philippines — Suspected Abu Sayyaf gunmen have demanded more than $60 million for two Canadians and a Norwegian they are holding in the jungles of the southern Philippines in the largest ransom the Muslim militants have sought for their hostages in years.

Army Brig. Gen. Alan Arrojado said Wednesday the Philippine government maintains a no-ransom policy, adding there would be no let-up in efforts by his troops to secure the hostages’ freedom in the safest way possible.

In the video circulated online by the U.S.-based SITE Intelligence Group, which monitors jihadi websites, the kidnappers and their captives said for the first time that the Abu Sayyaf was behind the Sept. 21 kidnappings in an upscale marina on the southern resort island of Samal. In the first video of the hostages last month, the kidnappers demanded a stop to military offensives but did not identify themselves.

In the latest video, the hostages and one of the mostly masked kidnappers said a ransom of 1 billion pesos ($21 million) must be paid for each of the captives to secure their freedom. The militant said the captives would be killed if the ransom was not paid but did not give any deadline

I see there is plenty of shabu to be smoked down in Sulu. These guys are freaking idiots thinking tourists, in the Philippines of all places, could afford a 20M ransom.
