    KIDAPAWAN CITY -- Hundreds of modified motorcycle mufflers were destroyed by the Kidapawan City government as it intensify campaign against noise polllution and illegal mufflers.

    A road roller flattened the confiscated mufflers in a ceremony in front of the Kidapawan City hall Tuesday witnessed by Mayor Joseph Evangelista and other officials.

    Rey Manar, head of Kidapawan City traffic unit, the assorted mufflers were seized during months of traffic law enforcement in the city.

    Locally known as "Bora-bora" (open pipe mufflers) the mufflers were improvised to create noise while the motorbike is running the streets of the city.

    The sound is very irritating to human ears.

    Manar admitted there are still motorcycles with "bora-bora" roaming around the city but in due time they will be confiscated.

    "At least with this confiscation, the noise pollution has been reduced," he said.

    Unfortunately the local government here have no balls to enforce anything whatsoever!

    Easy solution for the bike owner is to remove the muffler completely, more noise and no broken law..LOL

    The City Council is apparently burning its midnight candles, so to speak, in order to find a lasting and effective solution to the nagging problem of noise pollution caused by noisy motorcycles. Can they pass it before elections? We doubt seriously.

    There are thousands of them roaming the city streets with unlimited peak brooming noise as if to provoke our city authorities whether or not they have enough political balls to stop them. Worse, they are at its peak noise past midnight where some go drag racing to the consternation of the insomniacs.

    Proposed ordinance authors headed by Councilors Dan Leon and Lionel Banogon, ABC president, updated city residents on CROSSTALK at DYEM BAI RADIO (photo below) that they will purchase a professional sound measuring decibel instrument coming soon, so that the relative impression of “noise” by different people will be standardized. Without the decibel measuring instrument, each case could be potential trouble because “noise” is relative, depending on who is hearing.

    Anyhow, the ordinance authors assured that with the price of P9000 per instrument to the max, each barangay can afford to purchase one, and be coimplementors of the ordinance in their respective jurisdiction.

    The bottom line is that noisy motorbikes will be impounded until such time the owner can install a silencer. No fine for the first offense but P 2000 for the next offense.

    Impossible to implement without the citizens cooperation. Let us not expect the TMO or the LTO to perform well because they are undermanned., WE THE CITIZENS if we have enough political will, we must volunteer to be among the active implementors of the anti noise pollution ordinance if we want Dumaguete to retain its tradition of a city of serenity and tranquility.     Easy solution:
    1. Set up the normal "check point" on a main road.
    2. Set up your check point warning signs.
    3. After about an hour of the checkpoint being operational have about 10 LTO/PNP officers go 500 meters out in opposite directions.
    4. Once 500 meters out have them start moving back towards the check point checking licenses, registrations and mufflers of everyone parked on the side of the road.
    You'll have to do this for 3 consecutive nights in different areas of the city to catch as many people as you can before everyone learns the new strategy and increase their standoff beyond 500 meters. :wink:

    Always was curious as to why 3) and 4) was not acted on / thought off .... It is so obvious...... and would catch 1000's......

    Means they would ACTUALLY catch offenders.... Then paperwork..... Then confiscation...... Then more paperwork...................

    Give the LTO/Police officer that wrote a ticket/impounded the bike a small percentage of the fees as a bonus and I'm sure they won't mind the paperwork. :wink:

    LTO chief admits limited capability to test mufflers

    DUMAGUETE CITY, Feb. 3 -– The Land Transportation Office (LTO) has limited testing capabilities to determine whether mufflers of motorcycles have not gone beyond the prescribed allowable decibel or sound level as prescribed by law.


    With such limitation, the LTO faces a dilemma in implementing the law against open mufflers or motorcycles that appear to have noisy mufflers beyond the level tolerable by humans, said Alberta Janine Lawas, chief of the LTO extension office in Bayawan City, Negros Oriental.

    The explanation came in the heels of mounting clamor of residents in Dumaguete City, the capital of Negros Oriental, pressuring local officials to go after those driving motorcycles with noisy mufflers that disturb the peace in the city, especially at night.

    While Lawas declined to comment on the problem in Dumaguete City, she disclosed that in her area of coverage, it is also a problem she is facing.

    She, however, assured that her office staff does not apprehend motorcycles with noisy mufflers because of the predicament the LTO is facing.

    Lawas explained that first and foremost, they do not have the proper instrument to determine the level of noise (or decibel) of a motorcycle, as stipulated by law.

    This, even as she admitted that open mufflers, or those that have been altered after original purchase and registration, is indeed a violation of the law.

    Secondly, there also lies a problem on mufflers that are already attached to the motorcycle units of certain brands upon purchase, Lawas disclosed.

    These mufflers appear to be beyond the allowable level of decibels or sound but again, LTO cannot apprehend these units as the mufflers came with the original purchase, she noted.

    According to Lawas, the Department of Trade Industry (DTI) could be requested to check on the standards of motorcycle mufflers being sold by dealers.

    Also, another problem the LTO has to address is proper coordination with the Department of Environment and Natural Resources Office (DENR) as regards the implementation of the law noise pollution control under the country’s Clean Air Act.

    Lawas hopes there will be some sort of joint activity among the LTO, the DENR and the DTI to address the concerns revolving around the proliferation of open or noisy mufflers.

    Residents in Dumaguete have been complaining of motorcycles with noisy mufflers plying the city streets especially at night time, and with reports of drag racing during the wee hours when most people are asleep. (PNA)

    So funny, some days ago i was on a "easyride" near Cang´s and there was a "check point". And 50 meters before them was a crossroads. There was like 20 motorcicles, stooped, looking at them with smiles on their faces like "go home...are not u tired already"....

    yeah, 15% income for every police (like in european countries) for every bill from this un-autorized noised or withoutpaper motorbikes and things would change.

    But i guess thats includes foreigners without every paper under the law rules lol

    but u know...people only react when you touch their "pockets"...

    I have a free noise meter App on my android cell phone, Wouldn't that be cheap enough to enforce the law?
