    The article is poorly written.
    They are trying to cut the waste of rice by offering 1/2 cup instead of a full cup.

    That makes sense. The rule is to allow serving a half portion of rice rather than only offering a full portion.

    But, what if I absolutely don't want rice with my pizza? Or what fries instead with my burger?

    The rice never gets wasted, either the staff eat it or it goes into somebody's "pig bag". Gross as it is I caught my staff picking through plates often after tables were cleared. It's more fun in the Philippines.

    As I read that, it means to me that restaurants serving "child size" or "senior size" portions need to declare the portion size on the menu. Should be common sense but the menu "advertises" what you get for your money and there is no truth in advertising here. Personally I like reduced protion sizes when the cost is reduced substantially. I don't know how they do it but I have a couple of personal favorite restaurats that serve "senior size" portions with rice and a drink for under US$2. You will have to discover them on your own as I have found in the past that when a deal is really good, and a lot of people come in to order it, the restaurant puts up the price. Example: In Sans Rival on the boulevard you used to be able to stop in for a cheesy lasagna snack and a fountain soft drink for 60 + 12 = 72 pesos. It got so popular that their New Years Resolution was to raise the price to 90 + 30 = 120 pesos. Its still a fair price but not such a budget saver as it used to be.

    Having heard about and use the Doggy bag system, I have to Admit that the full cup Rice portion can be wasted in many instances if not used. The 1/2 cup issues seems good to me, as long as the price is adjusted, accordingly

    Assuming this isn't just a figment on someone's imagination...

    The rule wouldn't require that you have rice with your meal. The rule would require that when serving rice, you make the option available of serving a half portion rather than a full portion.
