    That is how you kick someone out. Then play innocent afterwards and say "but you left".

    And I believe the Philippine senate voted in favor. There are whole segment of Philippine politics that don't want the US bases back, even with China nipping at our heels.

    Robert the US said "hell no" - well Philippines said "hell no". End result = end result.

    Basically true but an oversimplification. Pinatubo had a lot to do with the decision also. When the Air Force evacuated it's personnel to Subic Naval Case they intended to return after the worst of the Explosion was over but in the meantime Filipinos stripped the base bare and stole everything including ripping the plumbing lines and fixtures out of the walls and floors plus all the electrical wires, transformers, doors, windows, floors etc... Basically everything destroying the base. There was nothing left but the concrete shells of buildings everything else was stolen. They did so much damage that the Air Force decided it wasn't worth the cost to rebuild. Also the rents being asked were astronomical and the Senate had yet to ratify the agreement so the Air Force left and the Navy which was basically unaffected at Subic Naval base because of favorable winds decided that after what was done to Clark AFB they would dismantle everything on the base and load it all onto barges and take them out past the 12 mile territorial boundary and dump everything they didn't want to take with them into the abyss so the Filipino's couldn't have it. Then they Navy left too the next year when the contract for the base was up. There are several movies and articles about what happened for those that want to look it up.

    I actually think that they thought the US would pay it. I think they thought the US had too big an investment and The US wouldn't walk away from it. I think the US military has no business in the Philippines other than to coordinate with and lend technical assistance to suppress terrorism.

    I sort of threw up in my mouth a little bit when the Philippines wanted the US to make publicly a firm commitment to defend their right to the Spratleys. Why on earth would the US want to do that?

    In any case, the Philippines should be able to see that their wanting the US military to leave was very short sighted and has cost them a lot. I would not expect them to admit it though. As far as I'm concerned there was an Aquino in office when we pulled out and there is still an Aquino in the executive office. maybe when that changes and the Philippines ASKS for the US to come back, I would consider it but would probably still pass because the US has no strategic interest in the Philippines and should not be setting up bases there, not even temporary ones.

    Actually having the military leave was an unintentional boon to the PI. When the U.S. Military left there was no Middle class to speak of in the country but with the bases gone the Filipino's had to depend on themselves or starve and they did just that. look at all the new businesses and the cars and motorbikes on the road. 20 years ago none of them existed. The middle class here has grown leaps and bounds since the U.S. Left. If the bases were still here I don't think that would have happened because too many people were living off the bases and didn't have to work to support themselves as long as one family member had a job the family ate well... Now it's more of a work or starve situation. Also the bases have been converted into civilian use and many of them have large manufacturing companies hiring many locals to work on them if the bases were here that wouldn't be possible.

    Correlation does not necessarily imply causation. While the US military might have had a major impact on the surrounding towns and cities I suspect it played little on the national scale. Personally, I think the US bases showed the Filipino people that they could work for other countries and make a lot more than they could in their own country, which has largely lead to what the Philippines considers a middle class today.....though I wouldn't really consider living in a suburb, that has houses built well below any western standard, and owning an SUV "middle class". (Most trailer trash in the US can obtain this if they work enough overtime.)
