It seems not that long ago that I heard doctors had backtracked on the salt causing high blood pressure and they now said it was an imbalance caused by not enough magnesium?

Mayo clinic still claims it does. Easy enough to prove it to yourself, just check your blood pressure, eat some salt, and recheck.

Low blood pressure (hypotension) Treatments and drugs - Mayo Clinic

"Use more salt. Experts usually recommend limiting the amount of salt in your diet because sodium can raise blood pressure, sometimes dramatically. For people with low blood pressure, that can be a good thing.

But because excess sodium can lead to heart failure, especially in older adults, it's important to check with your doctor before increasing the salt in your diet."

I would try the magnesium first because as it was explained that the drugs used to treat high blood pressure temporarily reduce blood pressure but then there is a backlash if you should stop taking them.

Also, retaining water is not always a bad thing if you are in a hot climate. In India the salt tax was also called the death tax because without enough salt you will die. The army even arrested people for boiling sea water to extract salt.

I also noticed that when checking what the Mayo Clinic had to say about high blood pressure they are still using 120 as the upper limit of normal where many have decided that 130 is normal. The pages are copyrighted 1998- 2016 but I wonder if they have been updated in years? Many things don't get updated on the internet.

Don't be stampeded. Lower may be better or optimal but you aren't likely to keel over dead because you are 10 points over. Is Your Blood Pressure Reading Normal?

What is considered acceptable rises as you age.
