PARIS, France - France has drawn up a blacklist of 17 countries, including the Philippines, that do not help investigate foreign aid fraud, banning the use of their banks to help distribute development funds, officials said Monday, May 27 (Tuesday in Manila).

Aides to development minister Pascal Canfin were unable to say how much French foreign aid currently transits via banks in the countries featured on the new blacklist.

The blacklist expands on an already-established register of 8 "non-cooperative states and territories" that already includes Botswana, Brunei, Nauru, Guatemala and the Philippines.

It adds Switzerland, Lebanon, Panama, Costa Rica, the United Arab Emirates, Dominica, Liberia, Trinidad and Tobago, and Vanuatu. PH included in French aid blacklist

If more countries did this you might see some changes being made with the way the Philippines handles aid money.

$100,000,000 and a few Wooden shacks which will blow down in the next typhoon. It really is a sad case of affairs when currupt officials treat their own people like this!

Good question, the image is sarcastic! Two boards , a dozen nails and a Foreigner with a hammer! The logistics of finding 2 more boards and some more nails
    is unpredictable!

Ok, don't want to be impolite but this chart is bullshit. $100,000 for the US? That wouldn't have even bought fuel for the helicopters the US operated in the aid operation. Probably wouldn't have paid for the MRE's that were found being resold. Now if the chart said that was the amount which disappeared into private pockets from the aid, I'd be willing to consider it. I know the US cut the Philippines out of the loop and Philippine officials didn't like it but I'm sorry, you are NOT entitled to make a fortune off the suffering of your own people by selling the aid others give out of the goodness of their hearts. I believe a large part of the problem was, if not outright theft, the delivery or withholding aid supplies to reward your faction or to punish your opposition. Also look for an article on the large amount of as yet undistributed aid funds. There is still unrepaired damage, why isn't that account dry? Why wasn't it empty a year ago? As soon as they think nobody is looking, that money is going to disappear.
